A competition was held in 1909 to design a new Town Hall in Johannesburg, only South African resident architects were allowed to take part. The Cape Town based architects, Hawke and McKinlay won the competition with what was describes as an Edwardian Baroque with a portico of Ionic columns and tower with a half dome entrance described as neo-Renaissance. The building was designed as two-halves, with the eastern side consisting of the municipal offices which faces Rissik Street and the western side containing the Town Hall facing Harrison Street.

The laid wording on the front steps, “Lest we Forget”, originally set as reminder of WW1, were

given another context during Apartheid. The buildings steps became a place of political protest, opposing apartheid and its excesses, in the 1950s and 1960s.
